Every Australian Counts Responds to NDIS Provider and Worker Registration Taskforce Advice

Every Australian Counts welcomes the release of the NDIS Provider and Worker Registration Taskforce Advice. The report proposes significant changes to enhance quality, safety and choice for NDIS participants while recognising the importance of self-directed supports.

Key Recommendations We Support:

  1. Exempting self-directed supports from mandatory provider registration recognises the autonomy of participants who choose to manage their own supports.
  2. A risk-proportionate registration framework that tailors requirements to the services provided is a sensible approach.
  3. Unannounced visits and entry rights for group homes and Supported Independent Living (SIL) will help ensure the safety and wellbeing of some of our most vulnerable participants.
  4. Mechanisms to support self-directed supports, including automatic participant registration and peer support programs, empower participants to take control of their plans.
  5. Strengthening provider obligations through a revised Code of Conduct, worker screening, complaints processes and regular check-ins with the NDIS Commission is critical for maintaining high standards.
  6. The introduction of a worker registration scheme with professional development requirements and a qualifications framework will help professionalise the disability workforce.
  7. Expanding the core functions of the NDIS Commission to promote best practices, safe workplaces and reduce segregation aligns with our vision of an inclusive society.

Concerns and Considerations:

While we support the overall direction of the report, we have some concerns that must be addressed:

  1. Ensuring the voices of people with disability are central to the implementation of these reforms through co-design and ongoing consultation.
  2. Providing sufficient funding and resources to the NDIS Commission and providers to successfully implement the new requirements.
  3. Maintaining flexibility and choice for participants, especially those who prefer informal, community-based supports.
  4. Recognising the diversity of the disability community and tailoring safeguards to the unique needs of different cohorts.
  5. Avoiding unnecessary bureaucracy and red tape that could create barriers to accessing supports.

We look forward to working with the government, the NDIS Commission and the disability sector to refine and implement these reforms. Every Australian Counts continues to advocate for a fair and inclusive NDIS that truly reflects the needs and aspirations of all Australians. We believe these reforms are a step in the right direction but must be implemented with people with disabilities at the table.
