All state and territory disability ministers last week reportedly opposed Mr Porter’s proposal to change the NDIS Act to allow him to give directions, make appointments and rules “in consultation with the states but without the need for agreement”.

Victorian Disability Minister Martin Foley said on Monday that draft legislation shown to ministers hours before their meeting would give the federal minister greater influence over the price of disability services offered under the scheme, which is being rolled out across Australia from July 1.
