The scheme will be rolled out from next July in New South Wales, but Anne Napoli says it is not expected to start in the Murrumbidgee region until 2017.

Ms Napoli said many people fall through the gaps, so the new system should help address that and give people with a disability, such as her son, new opportunities.

“There will be greater choices for him,” she said.
