‘‘We do not go out of our way to push people out of this scheme, we go out of our way to help people into the scheme,’’ Mr Bowen said.

‘‘We want this scheme to be there for people, particularly [with] early intervention supports for children.’’

Mr Bowen, who was in Newcastle on Tuesday, said there were two things families could do.

‘‘If people think we have got the decision wrong, they can firstly seek an internal review, and secondly they can take it to the Administrative Appeals Tribunal,’’ he said.
