NDIS at risk due to roll-out schedule

After four years of trials in every state and territory, the $22 billion scheme will become fully operational in July 2019.

In all, almost half a million people will be covered — but there are fears those with mental illnesses are being left behind, as the states and federal government squabble over whose job it is to fund them.
