Minister Mark Butler has announced big changes to the NDIS. We know many people with disability, families and supporters have questions. We acknowledge many may be feeling upset, worried or unsure about what this means.

What did Minister Butler say in his speech today?

At the National Press Club today, 20th of August 2025, the Minister said the NDIS is growing faster than expected. It was originally designed to support around 410,000 people. Today, it supports nearly 740,000 – and that number is expected to grow to one million by 2034. The government wants to slow that growth down to make sure the scheme lasts into the future.

Minister Butler said that the NDIS was always meant to support people with significant and permanent disability. The Minister said that must remain the focus. He spoke about returning the scheme to its original purpose, while still keeping people with disability at the centre of decisions.

The Minister said he is concerned about the number of young children entering the scheme. Right now, nearly half of all NDIS participants are under the age of 15. Many of these children have developmental delay or autism, and the Minister said they may not need the full individual plans the NDIS provides. He said families have turned to the NDIS because there are not enough other supports available. The government now plans to create a new program called Thriving Kids, to support these children outside the NDIS. The government has put aside two billion dollars to help build this new program.

The rollout of Thriving Kids is planned to start on 1 July 2026. Changes to NDIS access for new children are expected to begin in mid-2027, once the new supports are fully in place. Children already on the NDIS will stay on it.

The Minister also spoke about fraud and poor-quality services. Right now, only about 1 in 16 NDIS providers are registered. The Minister said that needs to change. He said the government has already launched more than 600 fraud investigations and will continue work to protect the scheme from dodgy providers.
